As you can see, Steem is not only a blockchain project where users can start their own business

Do you have the info as to how a new business can be started on the blockchain...as you suggest in the quote. Who would have to be contacted (at what link) and what would they want in return(since the have the cost of creating new blocks, I presume they would charge something?

Is there a page or document that spells out these details?

It depends on how your application or business is going to be built.
As the Steem blockchain itself is decentralized you are able to create blocks based on your staked Steempower. (staking liquid Steem into Steempower gives you the ability to write on the blockchain)
As a developer, a good starting point is the official Steem developer site.

If you are going to prepare your business based on SMT, you will have to wait, as the hardfork is currently in the test phase.

Following and reading the news from the official steemit account will give you also an update about what is going on.

Additionally, there is a side chain running on Steem called Steem-Engine, where you are already able to create own tokens and NFT's.

They have a dedicated discord channel where also help is not far away.

I hope that gives you a bit better overview.
