What sucks is I don't have enough Vouchers to make enough purchases. But it sure is fascinating how you have to spend $15 - $17 to get access to buy a pack that's only $4.

You dont have to, you can always buy the CHAOS right off hive engine for example and not need voucher for the purchase.
This is all done to keep the whales from buying every single card pack out there.
