Valnamor is good for magic monsters, but mana is too high for a summoner. Look at his massive power 13,500 at level 3.

Do you start over from Bronze III when the season ends?

Yes. Renting him almost unlocks the Silver II League. Almost. He is indeed very powerful, but his mana cost is also high.
