We won't know until the end of the pre-sale as there will be one for every users that buys a thousand packs. That will be very few as a thousand packs cost about 20K including voucher prices. Max im assuming is 1000 but probably less. I know that there is a 2% chance of dropping one in a pack opening but not sure how it all works out or what the total is.

I would love one but unfortunately the price of vouchers puts it out of my reach. Maybe on the secondary market but i think that there will not be many for sale.
