Does locking your cards still allow you to play them as well? It's just to stop you from selling them or if your account gets hacked then they can't sell it and you have time to recover your account?

Of course, you can play your cards. Yes if you are putting a max number of days to unlock your cards then hackers can't do anything. You will have enough time to recover your account
