Yeah, that's what I always used to think. I do plan on buying some packs in the future, so now I'm okay with receiving them. If you do want them, then getting them as a reward isn't that bad. You're getting either 40 or 50 DEC in value. But you're right, if you don't buy packs, then they're kind of useless. I think they planned it that way as a way to curb bot use, but some people just don't buy packs because it's usually cheaper to just buy the cards you want on the market.
