This should have been done the first time around. I've no complaints, but it was pretty clear that offering a mere 1/10 of the supply to non-whales was on leaning to the unfair side of things.

Yes, hindsight is 20/20. I do want to point out however that the setup of the first presale was not catering to whales. There were MANY non-whales who participated in the purchasing of regions in the first lottery via pools, so we split it up based on the level of demand - which was heavily skewed towards region purchases - and not trying to cater to whales, many of whom were not able to get their regions due to not being picked in the lottery while many pools of smaller purchasers were.
