DEC has been crashing from way before the TRON announcement. You almost only get DEC and potions from daily rewards now so it decreased it's perceived value
Yes, you are right, DEC is in a continuous drop, unrelated to the TRON announcement:

Yesterday, I was monitoring the SE market, without having the big picture in mind, and I was influenced from all the waves.
Anyway, taking advantage of the low DEC price is still a good idea.
