1. Head of the Bank of Russia: private money threatens financial stability
The Central Bank of the Russian Federation opposes any monetary surrogates, including private money in digital form. This was announced in the State Duma by the head of the Bank of Russia Elvira Nabiullina, TASS reports.
“We are for the development of financial technologies. But we do not support private money in any form, digitally or not. If they replace public money, they will destroy both monetary policy and financial stability, ”she said.>

Dmitry Peskov, the President’s Special Representative for Digital and Technological Development, called the idea of “sovereign runet” an inevitable revolution and doubted Telegram’s further work in the USA if the messenger does not fulfill all the requirements of local regulators.

3. The State Duma decided to discuss the issue of introducing Internet access by passport
The proposal to discuss the introduction in Russia of compulsory registration of an Internet access passport was sent on Tuesday to the leadership of the State Duma and the Federation Council by the president of the Avanti Association of Entrepreneurs for the Development of Business Patriotism, Rakhman Yansukov. It is reported by TASS.
The appeal of the head of the association says:
“We propose introducing compulsory registration for citizens in the territory of the Russian Federation when accessing the Internet. Thus, any citizen who wants to use the Internet in Russia will have to provide an electronic version of an identity document. ”
“Anyone who wants to will have to register with a passport and only after that gain access to the World Wide Web.”
“This measure will make it possible to personify every citizen’s action on the Internet and, as a result, prevent illegal actions, and if they are committed, immediately identify the culprit,” the author emphasizes.
“In addition, the proposed initiatives will help protect minors, as well as other vulnerable groups of citizens, from the negative impact of the Internet.”
4. In the near future, paid registration of phones and other devices will begin in Russia.
The State Duma adopted a law prohibiting the sale of smartphones and other devices
without programs installed on them, the list of which will be determined by the Government.
