Is Modern Format Carrying The Burden?

In this video, I reference something Dave mentioned during the town halls for the restructure regarding how so much of the burden placed on revenue was on Modern format - aka requiring players to buy new cards. This makes sense as it has been the core strategy but he didn't mention how he would change that moving forward, only that it is something they are looking closer at. I tried to offer some solutions that both Wild/Survival format and Land could offer.
