Just Airdrop Voucher Promo Cards Directly

In my never ending quest to clean up all the extra tokens around Splinterlands, I continue my fight against vouchers. Instead of having vouchers be another drag on the ecosystem - even with their streamlined utility - I think it would simply be easier for players to receive airdrops of the promo cards rather than having vouchers be tradable. While I'll acknowledge we get some DEC burn out of the LP being used, simplifying this process further for SPS stakers and node license holders would make things so much easier for newer and existing players to understand.
