Reframing The DEC Circulating Supply

In this video, I discuss how the total DEC should now really be considered the circulating supply. Even though almost one third of the total DEC supply is locked in the DAO, with the upcoming proposal most, it not all, will be making it's way back into the ecosystem via payments to the team. This essentially means we need to burn through that additional supply and the the DAO doesn't really taking any tokens out of circulation anymore. This was one of the main reasons I advocated for burning the DEC instead of locking it in the DAO.
