So if collection power requirements is brought back will the requirements for SPS be taken away?

I liked collection power requirements, I felt like it gave starting players constant goals to grind towards.

I would love if collection power requirements came back, but on a very small scale. So you know most people wouldn't even really notice that it's there, but it would make botters rent more and from scratch new players a fun grind.
