This post is to update and consolidate the current SPS DAO Proposal guidelines into one location. There have been three proposals passed to modify the proposal process for the DAO since the release of the whitepaper and we'll go over each type of proposal and their associated requirements below.

It's important to note that the most recent of these proposals advised the Splinterlands team to move voting for Pre-proposals in-game. This means that there will no longer be a requirement for users to vote on or flag HIVE posts to use their SPS stake when voting on SPS governance Pre-proposals. Discussions about the Pre-proposals can still take place on their related HIVE posts.

Pre-proposal

A Pre-proposal is the first 7 day period of any SPS DAO Proposal's life cycle. During this time, discussions about the Pre-proposal should happen and the author can edit the Pre-proposal if they choose to do so. Pre-proposals may be edited by the author during this 7 day period.

Anyone can submit a Pre-proposal to the SPS DAO by transferring 100,000 DEC to null and then publishing a HIVE post from that same account with SPSPROPOSAL as the first tag and putting the transaction ID of the DEC burn at the top of the post. If at least 5% of staked SPS votes to support the Pre-proposal it will advance to the Proposal stage after the 7 day Pre-proposal period is complete and no further changes to the submitted Proposal will be accepted.

Proposal

Any successful Pre-proposal that advances to the Proposal stage will have a new 7 day voting period for the DAO stakeholders to accept or reject the final version of the Proposal. For a Proposal to be successful and have a passing vote, it requires at least 10% of staked SPS to vote on it of which a 2/3rds majority must be in favor of the Proposal.

DAO Sponsored Pre-Proposal

Additionally, the SPS DAO has voted to empower the SPS Project Manager to create and run community-driven Pre-proposals to address ongoing issues or needed changes specifically related to the SPS DAO and the SPS token. For these Pre-proposals to be funded and advance to the full Proposal stage, they require that at least 10% of staked SPS votes on them of which a 2/3rds majority must be in favor of the Proposal. If they do not receive that level of support, the DAO will not burn 100,000 DEC and these DAO Sponsored Pre-Proposals will not advance to the Proposal stage.

This is sure going to make passing these tournament preproposals a lot more difficult, especially when there are so many versions coming out at once. I'm hoping option C still wins a majority in the runoff, no need to water it down with option E.

Ideally in the future we don't need this many options to find a proposal the community supports. Tournaments is just a particularly tough topic that we've put off facing for way too long.
