RE: SPS Governance Pre Pre-Proposal - Restart Pre-Proposals After Edits

As I believe has been said elsewhere, I think it needs to be made clear that any substantial change to the proposal should warrant a new fee and the number of changes that can be made in a pre-proposal, with out a charge, should be limited as most of the conversations should have been had before the proposal even gets to this stage and it should only be adjustments to comments that sway the proposal one way or another.
