Are tournaments fair for new players? They let us in but we will never win with they way they are done!

I've given up on tournaments myself. Tried a few times to enter some bronze leagues ones, but always end up facing these guys with high level cards, legendaries or just some rares/epics that are really expensive.
Tournaments have basically become a feature for higher-level players and us mere mortals have no chance in them.
Sometimes they put up rules like "no legendaries", but it's never enough for a noob player that only has level 1 cards, it only gives a chance for mid-tier players. So basically, a high-tier player will just fight all tournaments he finds, mid-tier players will have to look for tournaments with lots of restrictions, and beginners will have to just stay away.
Maybe power restrictions like you said, or even maxing out the cards' levels, could be an option to fix this. However, I find it nearly impossible for the devs to implement anything, since they've shown time and time again that they don't really care about people who don't put a lot of money into cards.
