China’s central bank digital currency (CBDC) or digital yuan or e-CNY, is at the forefront of global development and testing. The digital yuan is a digital version of China’s fiat currency that can be used for payments transfers and savings. Unlike a cryptocurrency, it is a lawful currency that the People’s Bank of China (PBOC) issues and regulates.

The digital yuan has been piloted in several cities and regions across China since 2020 with various scenarios and applications being explored. For example digital yuan wallets have been linked to popular platforms such as Alipay and WeChat Pay allowing users to make payments with their CBDC balances. Digital yuan has also been used for highway tolls online shopping lottery giveaways and cross-border transactions.

The digital yuan will be the payment method for civil servants and state-owned units in Changshu, a city of 1.5 million people in Jiangsu province, from May 2023 onwards. This is a bold step by the city to encourage the adoption of the digital currency. This means that all public service personnel public institution personnel and personnel of state-owned units at all levels in the city will receive their full salaries in digital yuan instead of cash or bank deposits.

According to a notice issued by the local authorities this move is part of the city’s efforts to build an efficient and convenient digital yuan operation and management system by 2025. Changshu has already tested the digital yuan in the city and many spending situations can accept digital yuan payments. The notice also stated that employees can choose to receive their digital yuan salaries through self-service terminals or mobile apps.

It is the first time for a city in China to use digital yuan for its public sector workers’ salaries, which could shape the future of the CBDC in a major way. On one hand this could boost the acceptance and usage of the digital yuan among the residents of Changshu as they will have more opportunities and incentives to spend their CBDC balances. On the other hand this could also enhance the efficiency and transparency of the public finance system as the digital yuan allows for real-time tracking and auditing of transactions.

The decision of Changshu to pay its civil servants in digital yuan could also inspire other cities and regions in China to follow suit as the country aims to become a global leader in CBDC innovation and implementation. The PBOC has stated that it plans to expand the scope and scale of the digital yuan trials in 2023 and that it hopes to launch the CBDC before the 2024 Winter Olympics in Beijing.

China aims to challenge the US dollar’s global financial leadership with its digital yuan, which is not only a technological breakthrough but also a strategic move. By creating a digital currency that is fast cheap secure and widely accessible China hopes to increase its influence and attractiveness in international trade and investment. The digital yuan could also help China bypass US sanctions and countermeasures as well as reduce its reliance on foreign payment systems.

The digital yuan will transform China and the world with its development. As Changshu becomes the first city to pay its civil servants in CBDC we can expect more breakthroughs and surprises from this ambitious project in the near future.
