Hi notak,
you forgot another option for Voucher holders. My guess is, that the vast majority of those, who hold vouchers now, will hold them until the next big voucher-phase (maybe land?).
Devs told us, vouchers will be a significant force in the game going forward and accounts, who print money with SPS and vouchers, have bought their share of CL packs in my opinion. They hodl for the next opportunity to access restricted game-assets.

good point. I can see vouchers have dropped to $10 not $5, so there is some speculation that these vouchers will be worth more in the future for some un disclosed reason
