Everyone is an owner. As long as they hold at least 0.001 HP. Regardless of what they do with their share.

Well, unlike that Mujahid, you can actually take advantage of your share regardless of how tiny it is... Or not, it's up to you.
The more you have, the more you shall care. The less you have, the less you likely care; yet it doesn't mean you don't own a fraction of the network.
