SM | DQ with Water Splinter

So, I got a daily quest with Water Splinter. I was about to buy Level 3 ROTS to make my water deck strong but I couldn't able to buy as I didn't want to spend 113 STEEM on it since the deal was nice. This is why I am still struggling with the winning streaks with Water deck. I'm just managing myself to complete daily quest only.
