Sir i do have a feeling that this is still blocking all rentals.
Can you please confirm if when you rented from pos 2-4, all first 4 positions had the same Bid rate ?
I think you can rent among first positions if all have same Bid rate.
In the case presented i see no changes among 5k/15k/50k Leaderboards for more than 2-3 Hrs.
I did a quick test myself listing a card for rent. This is the screenshot before listing the card (listed at 250 CP/DEC):
And this is about 20 seconds later:

I was 2nd for about 4 hours and not even a rental.
Changed from 600 DECs to 500 DECs, still nothing.
Only issue that i`m thinking might be the "permission". I will double check

Well ...500 is still quite high. 200 CP/DEC is the current price. 500 CP per DEC seems a bit too much
