I mean... I guess so. You wouldn't have enough to get any bonus packs until you hit 20, and you likely wouldn't get any of the airdrop cards, though you would receive a small fraction of the DEC & SPS distribution at the end.

True, the more that goes into the pool, the more guaranteed airdrop cards the pool will get.

Ya, 20 is the minimum to get any benefit from the 5% bonus (1 pack)
