Allocate 0.18% of CL packs that's gona be burned to Splinterlands tournament as entry prize or prize pool (KYC tournament would be idle).

like tournament idea except burn 75% and give the winners a chance to receive dec, sps , glx at .9% of the pack value then burn it or not
