Those are very good incentives. They might not look as good as the old max 2 splinters in the Chaos Legion era but it's probably more expensive to get those cards to silver now than getting CL to max.

Yep it's definitely more expensive. In fact the Silver decks I'm delegating out now are worth more than the full CL decks that I was delegating back then!
