He did that because they had planned to do it and that was why they later collected money to settle the exam malpractice issues.
I have experienced such a thing before too. Those lecturers are not there to teach they are there for the money and that is why they don't care about how you feel that day.

The fact that he collected money at the end means he came for the money. I never knew money could solve it, I would have sorted him out at the initial stage and continue my exam.

Most lecturers are all for the money and nothing else.
