Exercising and deiting can birth the desire of staying in shape only if they are balanced. Like those lady at your place of work you talked about, they were faithful to the workouts but not dieting.

I think to achieve a good shape both are needed and not just one.

Yes.
On a standard basis, the two of them work hand to hand. If you leave one and embrace the other one, in a way that the absentism pushed to the abandoned one is massive, then it's not going to work
