It ended shortly before I wrote the article.
I haven't see it as easy today. I think there is a area where Silver 3 bots(15000 CP) stack up, around 1300 to 1900 Ranking. I think last season I had a good steak in that area moving from Silver 3 to Silver 1 fairly quickly.
