Short term you are right, but one day those packs will sell out and then the price of the voucher could theoretically be more than $4. I just don't know what the exact distribution schedule is for vouchers because if the supply isn't capped it may dilute value over time

It could be worth more than $4 but I don't see VOUCHER being used as a payment option that often. So I think it will be included more as a wy to get bonus packs.
