Is it possible to get some of those funds and start earning APR on them to build the funds in a passive manner? Or are they just sitting in there collecting dust?

No. The Post-Rewards of the Reports goes to us, the Developer of the Reports as u can see in the beneficiaries. To Cover the Costs for the Server, API Call, Maintenance and the Initial time to create the Software to collect the Data.
