Will all of your non max Promo cards be common in the future?

So salty bear was a common so 400 BCX. And then we just had Vruz which required staked SPS and a voucher to print. At the current price a fully max copy is going for $207. Granted Vruz is strong but you can almost buy a max level Legendary Chaos Legion Summoner for that price. So my question would be is this your targeted plan for non max release Promo cards? Because I just do not see the bang for the buck here. I get not everyone is meant to have a max Promo card but I believe the last time I checked the math that there will only be around 1.5k max copies available. Even just making this card a rare would knock it down to 115 BCX to max a copy. And while still a little pricy it makes it much more accessible to max.
