Yes, its for all stake holders
Then I have to understand where I can see this data. Somewhere I should have Voucher tokens too. I thought these tokens were no longer in distribution
Click on the shop tab in the in-game, scroll down and you will see the amount of VOUCHERS you have accumulated.

There's a daily pool of 20k vouchers given out to stakers of SPS. The more SPS you have staked the larger percentage of the pool you get.
