If your looking to buy Chaos legion packs your in for an early deal.
Get your packs with the voucher for $20 or buy a voucher for 23 and pay $4 for the pack.

Seems like a deal to me or is it?

The whole value of the vouchers is not the packs (which can't even be opened until the regular sale anyway), but the pre-sale airdrops/rewards: Doctor Blight, the Legionnaire Title, and the chance to design a Legendary Summoner (for the top 6 buyers), but those all only apply to packs purchased in the in-game shop, NOT packs purchased on the secondary market.
