TLDR: Fix the rating system first.
Every update prior to this was to "encourage players to play more." You even used this statement to hype the new soul bound reward cards. Now because bots are exploiting the system and you refuse to handle the problem directly, you want people to play less or pay a fee.
I understand the need for something like this but feel it's a bit premature. The rating system is broken and needs fixing before something like this is implemented.
Fees without fixes = money grab
You don't have to try and exploit bots to make money when actual players are willing to spend more if things like this are actually fixed.
Leaderboard players took a hit with the last ECR update and now we're taking another one with this.
Example:
A single loss negates the previous 20 wins. Following that, each consecutive win was worth +0-1 rating.
This +0-3 rating per win and -40 per loss has been a major issue for a while now and it's not like the community hasn't been vocal about it. You should address this problem before you start charging people to try and make up for a major design flaw.

In addition this is less reliable than ECR and more limiting.
While it sounds good in theory that all rewards are even.
It doesn't utilize the strongest point of Hive which is regeneration of mana
Rather it makes a free regenerating asset something users need to pay for and bots can just wait and optimize.
Would honestly prefer a rollback if this doesn't work as intended.

I propose two energy pools one in modern and one in wild so users are not penalized for switching between formats.
Thankfully the recharge is based on the highest league of the two formats.
I think the first part of this statement is another thing that people might be underestimating. Keeping rewards constant throughout all of a player's battles is going to not only increase the supply of the already heavily overinflated reward cards, it's going to be a bigger drain on the reward pools as well.
I think it's good that it'll prevent bots from doing things like this, but this is also the first season I've seen where it's been this out of control. It'd be nice if they'd stop layering band-aids on the bot problem, actually take a stance and do something about it.

Two energy pools sounds interesting. It'd be a good way to keep people in the game and playing for sure!
