Cool, so anybody can now play for free or is this just people who bought cards in the past?

As far as I can tell, it's any account that has ever had a starter pack, whether they paid for it or got it for free from the team. My accounts without starter packs didn't get cards.
I expect now that promo codes don't have cash value they'll be given out pretty freely though.
