Hey ZORDON, why is your price not going up anymore?
It's stuck at $9. It's nearly out of print if it isn't already. Here's my educated guess for the real reason:
EVERY STEEMMONSTERS PLAYER WHO CAN AFFORD ONE... ALREADY HAS AT LEAST A LEVEL 2 ZORDON!
There you go, mystery solved. I guess the player population that can afford it is a lot lower than you guys thought it was. Out of print? More like, all out of demand! Still on offer, though.
Hey, imagine having a level 2 gold foil arianthus. Just for shits and giggles. Wait, did you just pee in your pants? I wonder if ANYONE would actually buy this. Well, there are those gold-foil tournaments, I guess...

very likely out of demand.. but that doesn't change the fact that this card has firmly cemented itself in the current meta. In reality its a pretty small pool of players that are hodling large sums of cards, drip feeding them at inflated prices to new comers. Once this card is officially out of print I expect the price to be closer to 12-15 dollars, my guess anyways.
