I honestly don't know if the new Spliterlands account would need a Spellbook.
You just have to pay the invoice weekly or go prepaid as I do :D
Also, your new account need enough RC for the system to work, so depending on how many cards you have/rent out the delegated HP will change

As long as your alt have enough RC to operate, thats the most important part as you know :D
