I like this proposal mainly because I think its great to have a "date certain" where there will be no more packs produced. Right now we think we have a lot of Chaos Legion packs, but one day we may look back and say "I wish I would've bought more packs before they went away".
The only thing I would add or change would be to replace the Leaderboard DEC payouts to Packs instead of DEC. I don't think this proposal stops that from happening, but with the focus on DEC production reduction, I think that would make a lot of sense.

DEC leaderboard payouts were supposed to be replaced a while ago but who knows what happened with that one.
opening them all for a delegation bank for new players is a ideas to be considered they get free delegatons of cards of a certaion time to get rewards easier
They never leave the bank and older players pay rent

replace all rewards with cakepop
thats a good idea maybe burn some use 5000 of them a day for that and open some and put up specific cards into a spl fund where the cards can be delegated by stakign to it

I already feel this way about untamed and DICE, and thought the same thing as you when I gave away and opened all of mine lol
