RE: SPS Governance Proposal - Bring Brackets to Modern

SUPER stoked to see level caps come back, but I do not like the minimum card level. I can see SOME minimum requirements, but this is too much. Some cards are just too damn expensive. If I purchased a single $55 Ric Launamen (as an example) and then could not play it in champ due to level minimums, I'd be pretty pissed. I think this is a huge step in the right direction, but definitely needs some tweaking. I'm someone who plays champ but did NOT dish out thousands for the HOL cards, but DID buy some single bcx b/c the cards were strong even at low levels. If anything, Epic and Legendary cards should not have minimum requirements in champ. Players should be able to play single bcx Es and Ls as they build their deck.
