SPS Governance Proposal - Bring Brackets to Modern

I don't have moeny to level all cards to max level. I only level most frequently used card to max level and leave less frequently used cards level 1. In new system, if i choose champ bracket I can't use these level 1 card anymore. I have to go to bronze to use these level 1 cards, but my max level cards lose effect in bronze league. Seems the only solution is to max all cards I hold to get game continue which invole a lot of money. I strongly oppose this proposal

Need some clarity here: Will I be able to choose a Diamond bracket even if I am dropped to Gold or Silver? Can people just "choose" to play in Champion? Some confusion here: Do you choose or do you climb? If you climb then I see problem of people getting stuck in low leagues with maxed out decks (which was a big problem a few years ago)

Without doubt, and i dont say this lightly, the most important proposal we've ever had. This simply has to pass, it will save the most important part of our game, modern! I have every finger and toe crossed this passes, and would vote a million times yes if i could, its THAT essential

What is the purpose of placing a minimum card level on higher leagues? I'm not for or against it at this point. I would just like to understand the thinking behind it. There are some very good cards that are hard to max and it seems a little unfair to not even allow them to be played. For example, the Yaba card and/or Grix are two cards that have their uses in Champion that are very difficult/expensive to max out. Seems a little over the top to force people who have already spent tens of thousands of dollars to spend another couple thousand (or more) just to be able to play them. This goes for some of the past Rewards cards as well. Especially Rebellion where you didn't have the current reward chests like you do with CA.

Seems to me Champion should be an "Open" League where all of your cards are available, regardless of level. You will be playing against mostly maxed decks anyway, so its to your own disadvantage to play less than maxed cards. But at least you should have the option while you're continuing to build your deck.

The proposal is fine in general but something that I definitely do not agree with is that Champ players can only play max cards. Champ should have the same card level range as Diamond. I think Champ should not be a bracket that can be outright chosen. You start at say 3500 in Diamond and if you get to climb to Champ great. If you don’t.. well.. too bad - better luck and skill next season.

This reduces complexity which makes it easier for bots to win. This will incentive people to cheat with bots and battle helpers in modern format. This will waste the team's time playing whack-a-mole with accounts that are cheating instead of working game updates, improvements and expansion projects.

This is going backwards. It's a hard no from me.

This fixes a lot of frustration for lower level players facing (much) higher level decks.

As said by other players, I think it would be better to allow lower level cards in higher leagues: I'm a silver player but I use some legendaries at level 1 because they're pricey and are good at that level, no need to upgrade to level 2.

I'm voting yes but I think this adjustment has to be made.

First of all, I appreciate the effort and I like the idea of limiting the maximum level of cards, but forcing a minimum level is just terrible. It makes sense for survival where it is all about the individual cards, but makes no sense in modern. Have Champ be the elite high spender league where you can only play max cards, fine with me (even though I think 53% of rewards for that is very top heavy), but Gold and Diamond, even Silver with commons having minimum card levels is beyond terrible.

Imagine you are a Gold level player and you can't play your new legendary you got from a pack until you got 2 more? This is madness. I mean, this is discouraging pack sales if you likely end up with cards you can't play anyway in your preferred league. I know I wouldn't buy a single pack anymore. Or reward cards, yay I got a legendary, only 2 more until I can play it, fun. Did I mention this is terrible? Reminds me very much of the old days when you were punished with lower rewards for playing a low level card and were encouraged to go for suboptimal plays instead. This is EVEN WORSE because you don't even have the choice!

What are you even afraid of that makes this necessary? That people play in a "too high" league with their cards and get better rewards than if they would play in a lower league? So what? Let them. A player who can win in diamond with level 1 cards earned it. The winrate should even it out, right? If not the formula is bad, but making players not be able to play their cards is worse.

If you think we will end up with everyone in the champ bracket unless there are minimum levels it just means that everyone is fine with playing vs every level of cards and NOTHING CHANGES. Players have been asking for fairer competition, if the greed wins out (or maybe players enjoy the challenge, have you though about that possiblity?) players will just have to deal with high level decks. It is a decision, do I want to eliminate the risk of decks much stronger than me and have lower rewards or not.

Voting against it and will lobby as much as possible to stop this. This proposal could easily kill modern as a viable format.

I like the idea in general, but one thing is bugging me that would be very easy to change:
Maxed cards compulsory in Champs level needs to be changed to maxed Archons.

It takes time to max reward and “extra” cards, making them unplayable in the meantime. Plus, some cards are strategically better at a lower level.

When/if these changes are made, I’ll vote FOR. Until then I’m abstaining from voting.

Apart from minimum card levels being terrible, I would also suggest less brackets. The playerbase is not that big to begin with and splitting it up in 6 brackets feels overkill. Maybe that is the reason for the minimum card levels? To force people in brackets because otherwise everyone will play in champion anyway, not for the rewards, but for the match liquidity?

Anyway, I would suggest 2 brackets are enough for starters, it can always be refined later. Let's say Silver and Champion.

This looks good but I can see where the Card Minimums can get tricky because of the Jackpot Cards...

For example - I only have a Lvl 1 Yaba & Grix and many of the Reward/Esc Legendary cards...

While I don't use them often... I do play my Yaba/Grix quite a bit when the need arises... would there be a way to make it so you could have X number of cards that were exempt from the Min Level? Diamond gets 5, Champ gets 8 etc?

Ultimately, I do like this and I am excited about the changes! At least to try them anyways... it may work, it may not... who knows!

The only real "question" I have is going to be how the rewards shake out - I'd love to play in Diamond but would ultimately have to choose Champ if playing in Diamond drops my Rewards by 90% due to Player Amounts vs 40% or whatever...

Again - I am EXCITED for this and can't wait to see what happens!

I hope this passes. I'm looking near the top of the diamond leaderboard and I'm seeing people with weak decks and low rating getting paid too much glint. It would be nice to be able to do something about this without violating the TOS.

The spirit of this proposal is what many of us have been hoping for.

I think the issue that others have raised, that of minimum card levels, sounds like it might have some unintended all-or-nothing consequences. Maybe it would be appropriate to give the team some flexibility to adjust card eligibility and level minimums at their discretion, in order to promote card levelling and healthy competition in good faith.

I agree with this idea in principle, but like others have said in the comments, players in champ should be able to play with cards at any level. There are cards that I fully believe ARE BETTER when not fully maxed out (I'm looking at you Gravebrand Warlock)! Also, there are lots of legendary cards, especially reward cards, that I don't have fully maxed out but still make a big difference for me when I play them at Level 2 and 3.

While I won't vote against this proposal because I like the idea, I won't vote FOR it until changes are made to allow players to use non-maxed cards in Champion League.

It's awesome to finally see an attempt to getting leagues back - they should never had left, and is for me one of the main pain points of the game. Having said that... it makes zero sense to have a minimum card level: we end up repeating same mistakes, which is creating difficulties where there shouldn't be any. And negating a player to use a card (some of them quite expensive) they've bough is one of the non-negotiables for me. It also feels too much division in different brackets given our current player base. So as this proposal stands, nope. I rather have the actual nonsense.

I'd change from a "no" to a "yes" if it weren't for the odd low-level card limits.

I'm a big fan of this. I get that some people don't like the low level limits, but its there to limit exploitation.
Please consider the proposal as a whole versus today's system. It is possible to fine-tune details later on if necessary. Not passing this would be a disaster.

I only afford to rent silver level card but i can able to win against gold level cards sometimes maybe the level capping is a bit off.

Seems overall pretty good... I see some of the other's concerns... did not read all the comments... but the max level issue... maybe just max level summoners...

Have already talked about the downfalls of this. It also doesn't encourage skill as as people will just cram the game tactics and just be sitting there with memorized line ups which is not possible with the current system because unless you have a maxed deck there is not best line up for a match. This also limit bot activity in modern which is different if you put back leagues. Each time i play a maxed deck with my unmaxed deck it serves as a reminder that i need to build my deck, that will also be gone if we put back leagues. There is absolutely no need to level up cards beyond my chosen league.

why is champ maxed out? There should be no minimum. this is such a bad idea and only bad idea. Just keep the Max cap and this proposal is fine. Why punish players for winning with lower level cards and if they have lower level cards they will win less anyways so it doesn't really matter.

It seems that the biggest issue of the proposal is the low lvl card limit, some want more some want less. I remember at some point there was reduction of rshares for playing underleveled cards, so we can just bring that back and make a new calculation which can be quite aggressive, e.g.:

In case of a win if you:
play 1 underlvl card: rshares -20%
play 2 underlvl cards: rshares -50%
play 3 or more: you get zero
also if you play only underlvl cards: you get zero

This would allow any cards to be played, but with a penalty. It also removes low lvl accounts playing in higher brackets.
