I agree with your analysis - you go to the point: bots cannot bring more value to the economy than they put into it, because that's basically not their purpose. If they are loss making, their owners will stop using them. The maximum they do is to redistribute income generated (to big owners, maybe?). Anyway, licensing bots is an interesting option to address the issue. The fundamental thing is to attract real players, and that means improving their experience when they start playing (which is frustrated by playing strong bots). Let's see how things will unfold with those changes...

I've heard so many novice players say now that they can't win against the bots. It really is a big problem. I used to play in gold but I stopped playing for the past few seasons so I'm back in Novice.
A coupled ays ago I decided I'd make a run for silver so I grabbed a few of my legendary and epic cards and made a go of it.
I've probably played 35 games. One person played a chicken against me. Literally every other card played against me has been either freely available as a ghost card or is a current rewards card. Nothing above lvl 1 and not a single epic or legendary card. Of my last 20 matches, I've lost 10 of them.
I feel for all these new players right now trying to make a go of it.
