Those outer leaves are dead?
Yes, they are, @bozz. You may choose to leave them till they are all dried. It looks like the other one will be okay as well. Per ai: To grow aloe vera, provide bright, indirect sunlight, use well-draining soil (like cactus mix) in a pot with drainage holes, and water deeply but infrequently, allowing the soil to dry out between waterings to prevent root rot. Keep temperatures between 55-80°F (13-27°C) and avoid overwatering, especially in winter, to help this low-maintenance succulent thrive indoors or outdoors in warm climates.
