Player experience but such includes the other two options you listed. I'd toss rule-set importance low on the list as it pertains to observations leading into repeatable decisions. It's not uncommon for players to simply choose their favorite cards or their personal go to strategy without looking at what the rule-set is. The higher up the league one climbs -- I'd imagine --- players pay more attention.
