This is not true, look f.e. the KRASH WANDERFORD, he start with Speed 6 at Level 1 and has Speed 8 at Max-Level, what other monster has Speed 8 (or more).
Also AJAX LIGHTFOOT has Speed 7 at max-level.

Most of the bloodlust cards I've seen gave very slow speed, I guess this has been my experience. I don't know of these cards you mentioned, they must be high-end.
