SPS Governance - Community Proposals v1

While currently the Splinterlands company is the only one able to submit proposals for official SPS stakeholder voting, eventually the goal is to open that up to anyone once we can ensure that it can be handled in an orderly and organized manner. Until the full community proposals system can be developed, we would like to try out a simpler, informal version that will allow the community to begin putting forth their proposals for consideration for a formal governance vote.

The process that we will be trying out for community proposals is described below. As soon as this post is published, community members may begin submitting proposals following the steps below for consideration.

  • Transfer 100,000 (100k) DEC tokens to null from the same account that will be publishing the proposal post and note the Hive blockchain transaction ID of the transfer (can be found on https://hiveblocks.com and will be added to the Currency Activity page on the Splinterlands website shortly)
  • Publish a post on the Hive blockchain detailing the proposal and include the hive blockchain transaction with the DEC payment as the VERY FIRST LINE in the post
  • Tag the post with #spsproposal
  • Stakeholders can upvote the post if they support the proposal or downvote the post if they do not support the proposal
  • After 7 days (when the voting period ends for Hive blockchain posts), the Splinterlands team will calculate the total staked SPS held by all users who upvoted the proposal post and all users who downvoted the proposal post
  • If the total of the staked SPS in the accounts that upvoted or downvoted the post is at least 5% of the total staked SPS in the system (roughly 473M currently), at least 66% of those were upvotes, AND the proposal meets the other guidelines described below, then the proposal will move to an official vote and be published on the proposals page of the Splinterlands website.

The 100k DEC fee for submitting proposals is necessary to avoid spam and to help ensure that proposals are serious and worth the time to read and consider. The fee may be adjusted (either up or down) in the future if agreed by the community via a proposal vote. Please note that this fee will not be refunded FOR ANY REASON. The fee is burned and is not sent to any wallet address from which it can be recovered. Please think carefully before submitting a proposal and paying the fee.

Proposal Guidelines

The SPS DAO (comprised of staked SPS token holders) has complete control over the SPS, VOUCHER, and LICENSE tokens. For everything else, the community may still propose changes, but it is ultimately up to the Splinterlands team whether or not to put those community proposals up for official voting - regardless of the outcome of the informal voting via upvotes and downvotes on the post.

Additionally, proposals must contain all of the details necessary for implementation in order to be considered for an official vote. Vague or unclear proposals will not be accepted as it won't be clear what exactly stakeholders are voting for and we won't be able to ensure that we can actually implement it correctly.

During the informal voting period, the author may make edits to the proposal post to clarify things or make changes to some of the smaller proposal details requested by the community. If a proposal requires very significant edits that fundamentally alter the concept being proposed, those should instead be made as an entirely new proposal, which also means paying the fee again. Proposals should be well thought-out and detailed before being posted and the edit feature should not be a way to sneak additional items in without paying the fee again.

Also, if we suspect that edits have been made at the last minute or in any way in an attempt to trick the stakeholders, that proposal will not continue to formal voting and the fee will not be refunded. A full history of all edits to posts are always available on the Hive blockchain, so it is not possible to hide changes.

Similarly, proposals should focus on one concept or change each. A group of changes that all work together towards a single goal is fine, but any proposal that appears to contain multiple, unrelated changes as a way to attempt to squeeze multiple things under one proposal fee will not be approved to move to formal voting.

Finally, please keep in mind that the Splinterlands team will still be in control of timing and resources necessary for implementing the changes from any approved proposals. We have an extremely full roadmap and will do our best to slot in any new proposal projects that come up as quickly as reasonably possible.

It will also be possible for the community to vote for DAO funds to be spent to hire third-party developers to build certain features that can be done independently of the Splinterlands team. The Splinterlands team looks forward to more third-party development in the ecosystem and would be happy to help with such projects when and where we are able.

The Splinterlands team will do our best to work with proposal authors to ensure that all of the required information is included during the informal voting period and that all of the other guidelines are met. @weirdbeard has graciously volunteered to act as liason between proposal authors and the Splinterlands team, so please contact him on Discord if you have any questions about a particular proposal.

Third-Party Community Proposals Website

The Splinterlands team would like to create a simple website / tool that allows the community to view all of the Hive posts with the #spsproposal tag that are available for informal voting and that shows the total staked SPS voting for and against it so that the community can easily see the current status of any community proposals over the 7 day informal voting period.

That being said, we currently have a lot on our plate and may not be able to get to that for some time. In the meantime, if any third-party developers would like to take a shot at building such a tool please reach out and we would be happy to provide any help we can. All of the necessary information should be publicly available and accessible.

Moving Forward

We are very excited to start experimenting with a system for community proposals and we look forward to being able to vote on ideas from the community in a more organized and formal way than we have been able to in the past.

Please keep in mind that this is just a first attempt at doing something like this, and we expect there to be some issues and hiccups as we first get it going. We plan to work with the community to make any necessary changes and adjustments to the process and ultimately we plan to use the learnings from this in building out a full, formalized community proposal system which no longer needs any input or gatekeeping from the Splinterlands organization.

Additionally, we would like to note that any proposals coming from the Splinterlands company will also be done through this new system, and they will be treated no differently than proposals created by anyone else.

I like that it costs burning DEC to put out a proposal. Wish it was more to be honest. Like 200K DEC burned. I want the pinwheel effect to happen ASAP!

That is a nice next step.

100,000 per proposal isn't unreasonable. Personally I would like to see it changed to 10,000/25,000 DEC to submit a potential proposal + 100,000 DEC listing charge if a said proposal passes the first step. For a charge of 10,000/25,000 DEC if a proposal doesn't get listed on the Splinterlands site or a charge of 110,00 or 125,000 DEC for the ones that do.

100K DEC should be a bare minimum. I actually think it's too little to be honest. 200K DEC sounds right. The less proposals the better. Too many proposals passing will take up more developer time.

I agree with your initial statement but currently the 100K isn't for an official proposal. Its for the opportunity to suggest a proposal. The suggestion needs to pass in order to become official . With that in mind 10/25K for the opportunity to suggest a proposal and additional 100K* to officially list it seems reasonable to me. However I understand the time restraints might be unreasonable to let too many suggestions get in so cutting back on the amount of suggested proposals needs to be considered.

Great start! Helps us move in the direction to support multiple important goals: 1) a good sink for DEC, 2) help to surface player-led game improvements, 3) support DAO independence.

I hope once a 3rd party dev answers this call, there can be a in-game notice board to highlight these third party proposals, to bring attention and help to meet the 5% relevence threshold.

Im all for it if it causes sps to rip so i can takea massive profit on half. Have about 1 million now hoping to get to 2 million by time shit starts moving. Ive been also dumping non essential cards to buy packs and dec as well as hive as it is really cheap now to. Also am finally going to slowly buy up the spt until i get half.

Nobody should be punished for having good ideas. Proposals that pass should have their fee returned and proposals that fail should have their fee burned. Obviously this would involve sending the initial payment to a wallet other than null, but I think this is something the team can figure out.

Need to have a heavily invested voice. Im like number 100 or maybeless on the most sps and you need 1-6 million to get close to a large amount of influence.

This seems like another way for the whales to have even more say. Unless all the little guys find a way to pull together, considering whales control a vast majority of the staked SPS and therefore voting power, pretty much any proposal the to 40 holders put forth is going to pass.

Can't wait to see what this does to the game.

That is technically true if all the larger holders over 1 million decided to pass somthing it would be passed as it should be since I have invested about 100K in the game and various aspects recently i cut down to shifting from renting to selling cards and staking it on GLX since the apr is like 400% and also staking on sps to get the glx drop as well as using earnings from all sps and glx sources to buy nodes, land etc as well as packs. Then always make sure to increase ur sps and nodes as those will be the money makers in the future or at least more steady ones. Also dont ppl want a free piece of GLX and GLX nodes that right there will be worth a lot of money as well as why is no one really holding td packs or some land they shoot out sps and land will be all year so im going to keep buying that and nodes.

I also used other Hive Engine tokens to buy SPS. But only a very small amounts. I wish that I could buy more. Nowadays I am in a very bad financial situation. Currently I cannot even afford to buy wood to heat the house. And the house I currently live in is in a life-threatening condition. So I am on the edge of becoming homeless (again).

Ive been thinking about creating a investment club with a bit of a twist where every one can build up a stake by just voting with whatever tokens they have and what i sell it for is the fmv they receive in there capital account of a Cayman Islands LLC im creating through TribeVest a organization that specializes in investment clubs and the reason im using a investment club where all must be active participants is to avoid the terrible requirements that are expensive in registering with the SEC as they have no juristiction over investment clubs therefore no need to register until it gets to be over 250K then thats fine with me to register bc money will be there to warrent it.

We need to hold a vote to emancepate license and land holders from the daos imeadiate control and give them some checks and balances like veto power so the value cant be diminished. I guess that prob wont happen to much bc no one wants there investment to be lower so anyone with a large stake with veto it. I sure as hell would put every vote i have against it and now with prices low i quadrubled my sps and plan on doing that again to get up to 3-5 million which will give me significant influence and GLX influence as well as node as i plan on 20-30 of those from 13 now wile there cheap. Only have 28 land plots but may go for a tract prices are going down and i can sell some land and cards i dont need as well as will be buying as many nightmare packs if price hits 2 or less so i can extract sps for another 2 months as well as buy GLG packs with some of the cash flow as well.

Not sure how long it will take to get set up but probably a month or so not going to rush this time and going to set every thing up which TribeVest will do for me as well as create all the legal documents. The club will be at first restricted to holders of nodes and each node holder will be required to contribute one node to a separate account under there control not the clubs which is how all contributions will work as I dont want to be responsible for anything other than distributing money from the investments made with the income that will be transferred weekly to the club from at first nodes then other things such as land will be allowed such as plots, tracts and regions as well as guilds, botted accounts, curators with a card collection as well as sigificant assets in what ever they curate so that all of the articles we post get blasted with SPT from me, Sports, oneup, thggaming, HIVE, etc and all of these will goto the curation from the master account or be put on the bid and ask to capitalize on the spreads of 2-20X ive seen and have gotten with some patients and since i have more capital i can outlast most fighting with me for the spreads by just throwing assets until they give up and i can control the bid ask. Also any rental above 30% will be rented out in the main treasury which will be managed by using tools like splexx and peakmonsters. When the fund gets bigger we will use nifty to manage the decks we create with all the reward card accounts and gladious cards so that players can use them for a significant split which we can then package into a investment token for each guild. When staking sps comes on we can stake are own guilds to make them much more powerful as to get in the club in the begining there will be barriers as i can either have 35 members or file reg d subsection b to allow ppl to self certify they are accredited by answering a questionaire and that is all that needs to be done to cover my ass with the SEC and capital raising becomes unlimited i just cant advertise. Can also use reg cf or reg A+ but would need to have 1 million plus interest in this type of thing to do that otherwise it will start small and grow into that. If we can start with splinterlands, Genesis League Goals , Tower Defense, Splinterforge, Axie as many play it and Illuvium which i think will be a great game.
